About the nomadic tribe
Since ancient times, these tribes have been living a self-respecting life by doing crafts, craft skills, animal husbandry, etc.; But from the British period till today, the nomads lived as thieves, robbers, criminals. The constant wanderings of the nomads led to a life of marginalization. As a result, these tribes are seen to be thrown outside the periphery of the Indian social system. The life of nomadic tribes is different. This is because the nomads have different forms of culture and different castes and subtribes. A total of 42 nomadic tribes appear to have been recorded under the jurisdiction of Maharashtra. Out of them, 28 are nomads and 14 are free tribes. The population of these 42 tribes has reached almost 200 subtribes.
So, many tribes do not seem to have been registered in the government court. Although these nomadic tribes are a part of the Indian social system, no legal issues have reached society to the extent that it should. Not only this, the established system still does not seem to fully accept nomads. Why should it be so? Who are these nomads? Is there anything we can do to help them live a human life in the mainstream? Of this. This country, which beats the drum of progressiveness, has to think about the social system here. Then the dawn of nomadism will have truly dawned.

Trace the movement of nomads
Maharashtra remains the land of movement. Many movements were born in Maharashtra. Motivated by this, the nomads' movement was seeded. Organizational building and action-oriented movement was started in response to the issues of an society. Just when it seemed that the nomadic freedom movement would be successful, suddenly there was a split in the organization over political issues. As the movement grew in name, the political ambitions of the activists grew. Due to this increased ambition, the organization had to face divisions due to differences of opinion about leadership. Today, however, a handful of tribes of such and such nomads and their ten organizations and a hundred officials are in the same situation as the organizations of each tribe. Their thinking about their caste is disturbing the organized thinking of the nomads. At present, the overall situation is that not much can be expected from these organizations and their leaders.
Transformation of Commissions, Committees and Nomads
During the seventy-five years of independence, Dr. Many committees, like the Interlikar Committee, Thade Committee, Deshmukh Committee, the Idate Committee, came into existence. Renke Commission 2014 and Idate Commission 2018 were formed at national level. Further, after 2019, after winding up the IDate Commission, the Central Welfare Board was created for Scheduled Castes, Nomadic Tribes and Low Nomadic Tribes. Neither the government nor the commission has yet read what happened to the Idate Commission, whose recommendations were implemented. The Renke Commission was, however, put before the public. But there is no way to know what exactly the Idate Commission did, what recommendations were suggested. Everyone feels that the government or the head of the commission should tell all the nomadic people about this.

The plight of nomads
Nomads need special attention from the social level to the government level. Even though this community is a part of the Indian social system, no judicial matter seems to have reached these tribes till date. To convey that, if there is a separate census of the nomads at the national level to bring them into the mainstream, if all concessions from the center are immediately received on the basis of population like scheduled castes and tribes, and if they are implemented in a specific time-bound manner, then the nomads will progress, and they will join the mainstream of the country.
After repeated demands at the government level, the problem of nomads has been resolved to a small extent. But it cannot be said that these changes, the problems that have arisen are very satisfactory. Even today, numerous questions about the nomads remain unanswered and are equally serious. Many nomadic tribes are seen moving from village to village for sustenance, and their migration and displacement has not stopped. Although one and a half to two decades have passed since the settlement of many tribes, their numerous basic needs and issues are yet to be resolved. 'Many tribes are seen rushing to cities to get employment. Even there, their struggle for food, clothing and shelter has not stopped. Very few of the nomadic caste families have raised their standard of living.
The majority of society is still stuck in constitutional rights, social, economic, educational, political discrimination. Deprived of government schemes. There is no separate budget for them. It can only be said that this society is living with the hope of change. He is expecting cooperation from the social system. Expressing the desire to live with dignity. From the progressive Maharashtra Dr. The Interlikar Committee, Thade Committee, Deshmukh Committee suggested recommendations to the Center on behalf of the Government of Maharashtra and requested the citation of freed pilgrims. Why were they not accepted? 15 crore free nomads are asking this question to the country and the constitution.

Gradually, the freedom of the nomads is being taken away, and their rights are being trampled on. In a sense, a political conspiracy is being hatched by the establishment to end his life. The first step of this was that in 2004, the Maharashtra government made only O.B.C. The Crimean Law, limited to 100,000, was applied to these originally free nomads and restrained them. Later, the representation of freed nomads on various committees, service selection committees, corporations, etc. was reduced.
Due to which, the possibility of canceling the representation of free nomads on all selection committees up to the Maharashtra Public Service Commission, State Selection Boards and District Selection Committees, as there is no one to look after the interests of these tribes in the selection process for government service cannot be ruled out. As a part of this, by applying the rule of variable under A, B, C, D (native nomads and government nomads) and interpreting it as you see fit, as the government nomads started to follow the original free nomads with the power and money, there was a benefit between the original nomads and the government nomads. it is unfortunate that a struggle has arisen for justice.
After the independence of the country in 75 years, the way of learning and organization reached the nomads. But their progress is being hampered by many obstacles. Some social and political analysts say that the rulers of Maharashtra have done economic, political and social damage to the nomads because of the fear that the population of the scheduled castes and tribes will increase, and their open spaces will decrease by giving them to the people of the nomadic tribes. There will be no need. It is obvious that their rights and entitlements are being hindered. Given the reality of today's changing society, it has become difficult for the well-to-do middle class to survive. While the rulers are demanding caste groups, political and social reservations and making claims, no one seems to be taking care of the issues of nomads. Then, ask. Nomads who do not have a home and a village to call their own are more afraid of falling back into the criminal abyss of poverty.

Even with scholarships, which are the only support for education for students, SC, S. T. No increase has been made. Moreover, fee waivers in private vocational education were brought down from 100 percent to 50 percent. It shows signs of closing over time. In the last 75 years, no plan, no concrete program has been planned for nomads. What justice is this? And what freedom is this? It will not be found even by searching. The government has not gone beyond appointing a commission. When will the heirs of Yashwantrao, who are pretending to inherit Yashwantrao's ideas, get the vision of Yashwantrao? When will the government and people's representatives in the government see the conscience of humanity after taking off the glasses of caste politics? Will society, politicians, writers, intellectuals, constitutional experts, the administration ever look at the free nomads with this prudence? Will even the heirs of progressive thought who only talk about egalitarian transformation ever go beyond securing their bread and butter and fighting for the real underprivileged? Are you going to consider them as yours or not? This is a matter of concern.
In such a situation, neither political asylum nor social equality nor the basis of reservation in front of free nomads, these tribes have any permanent access to their own rightful income. Even today, many people have to struggle for bread, clothes, houses. So, how should they educate their children? Which should be given? Similarly, government nomads who try their political might in the name of internal 'transformation' and usurp the reservation of the original nomads, what if the reservation which belongs to them is denied? Better not to think about it. But it is equally true that this defeat will not be the defeat of this downtrodden tribe, but the defeat of progressive Maharashtra. After this, only two ways of survival are left before the freedmen, one - until the hands and feet can move, to bleed and fight. Otherwise, he would earn a living by stealing. Why is this the progress of Indian freedom? Why is this India's Mission 2020? Many such questions are asked by free wanderers.
While advocating democracy as the life system of an organized society and enacting the Indian Constitution on behalf of the people, a clear direction has been given that the principles of equality, fraternity, justice and freedom should be inculcated in the life of the people in India and a new society should come into being. However, there is still room for such a social system to emerge in India. The reality, injustice, servitude, inequality and enmity, enmity, the interests of some social elements are involved in this and all these churches have become skilled in keeping the leadership of those elements in their hands. ? The politics of selfishness and selfish politicians have not allowed nomads to get social, economic and constitutional justice till date. Many examples can be given. The tribes who fought fiercely for this country and opposed the British had to wait for five years and sixteen days till August 31, 1952, in independent India to be freed from the inborn criminal law and get documented freedom.

By Articles 14 to 18 of the Constitution, a citizen of this country is given the right to live a settled life anywhere in this country. According to this, all Indian nomads should have equal opportunities in all states. While it is their constitutional right, different states have been deprived of equal constitutional opportunity by putting them in different categories, destroying their unity. It is the diplomatic politics of diplomatic politicians and the decline of democracy. It has to be said. Laxman Gaikwad has asked this question in the form of 'Freedom for Whom' with the idea that the freedom gained by the nomads is only in name. How they are being hindered in giving rights and authority. It has been said. Even today, the established society sees them as criminals or rogue tribes and does not accept them.
This is the reality of the 21st century. Nomads find life a very dirty curse. If it is social democracy to create a society based on equality, freedom, commitment, justice, then all these aspects still seem natural in the context of nomads. Desired proportions are to be realized. Nomads would hesitate even to say 'we are the people of India'. Because, countless nomads are yet to be granted citizenship and those who are granted citizenship have not been provided the means to support themselves or have a stable life in a democracy that guarantees equal opportunities. In 1985, activists for this tribe submitted a plan to the Maharashtra government to implement a separate Gaon Shiwar Yojana for the nomads but the government did not take notice of her in any way.
What is the purpose of an independent village shiwar scheme? Two villages, one inside the gate and one outside the gate, are in a village block created by the Indian caste system. Nomads found no place in these two villages. The situation is largely the same even today.

Ramnath Chavan says about why this should happen, “In reality, nomadic and freed tribes are an integral part of Indian society, but these tribes have not yet been accepted by the Indian social system. For thousands of years, these tribes lived as best they could, depending on the kindness of the villagers. These people have not been accommodated or accepted by the village council.” On the contrary, the police department, the upper castes still look at them as criminals. No law has been enacted to protect the freedmen. Not only this, if economic democracy is to give everyone the opportunity of economic development, then the government has not made any kind of economic planning or any financial provision for the nomads. The path of educational advancement: Have their hands got work, food, clothing, shelter at least? We have to think about it. Total freedom, justice, employment issue, education issue, social equality issue, basic issue of living, security issue, constitutional justice issue, numerous issues are standing in the way of transformation of the nomads in the democratic system today. Those who are against democracy, the success of democracy.
Summary
The summary of all this is that, once again, we need to speed up this stalled movement today. Apart from this, it will be difficult to rescue the deprived nomadic tribes. For that, many organizations of nomadic tribes need to leave all anger and greed and come together. Leaders of various organizations should set aside selfishness and pride and reorganize to solve the problems of nomads. If not, once again, the nomadic younger educated generation will not see any other way except to turn to theft and crime for food and sustenance. The government needs to pay special attention to this along with various social organizations. Otherwise, the fear that the 'wandering-free society' which is hoping to be included in the flow of life will remain destroyed, cannot be denied.
